It's used in Afrikaans too, hence Robbeneiland, or Robben Island in English, literally Seal Island.

1 lug 2015 · I can't do better than Myridon except to mention in relation to "pale seal" that a "pale" face is stereotypically regarded as a sign of fear. We have phrases like "turned pale with fear." We also say (well, write) in English that when a person was frightened, "the blood drained from his face," which in the case of Whites would make it lighter in color than usual.

But 'raised' is a very general adjective meaning 'above/higher than' (the pattern of the seal stands 'higher than' the surface it is printed on). But 'embossed' refers to the skill/craft of embossing, which is usually used when you talk about formal/official things.
