Although this is what Riker (1982) referred to as ‘populist democracy’, I prefer to term this the ‘responsive model of democracy’. This is more in keeping with Dahl’s (1971: 2) strategy ‘to reserve the term “democracy” for a political system one of the characteristics of which is the quality of being completely or almost completely responsive to all its citizens’.
