'On the mountain' and 'on the mountains' means 'on top of' [EDIT: better explanation, 'on the surface of' - see comments below], like goats or trees or snow. One house can also be 'on a mountain' but not 'on the mountains' (unless it's a really big house!) 'In the mountains' means 'among/in between the mountains'.

To my knowledge, there would be the following possibilities: In a/the Mountain: Inside the mountain (mining, potholing, caving, etc). In a/the Mountain: The mountain as a region or geographic area. On a/the Mountain : On top of/over the mountain (on the summit, snowing on the mountain, etc).
13 nov 2008 · You can say “go hiking in the mountains”, or you can say “go hiking on the mountain ”. You use “on” in this context to refer to one mountain (one specific mountain and nowhere else). The expression “in the mountains” basically means “in the area where the mountains are”.
