Kārlis Augustus Vilhelms Ulmanis ( Bērze, 4 settembre 1877 – Krasnovodsk, 20 settembre 1942) è stato un politico lettone . Nel 1905 partecipò alla rivoluzione poi soffocata nel sangue; il fallimento dei rivoluzionari lo costrinse a rifugiarsi negli USA per poi rimpatriare nel 1913.
Kārlis Ulmanis as a student at the University of Nebraska. Born in a prosperous farming family, Ulmanis studied agriculture at the Swiss Federal Institute of Technology Zurich and at Leipzig University. He then worked in Latvia as a writer, lecturer, and manager in agricultural positions.

He was the first head of the Latvian Republic in 1918 and again in 1936–40 and was premier in 1918, 1919–21, 1925–26, 1931–32, and 1934–40. Ulmanis studied agronomy in Germany as a young man.

The period of his authoritarian power began in Latvia since that time. On 11 April 1934, he took over the position of State President and Prime Minister and declared himself as the Leader of the people. In 1937, he established the Motherland Prize. He was honoured with the higher-class award – Order of Three Stars on 11 August 1938.
