Joseph Pholien (Liegi, 28 dicembre 1884 – Bruxelles, 4 gennaio 1968) è stato un politico belga. Biografia. Fu eletto al Senato nel 1936 e tra il 1938 ed i 1939 fu ministro della Giustizia. Durante la seconda guerra mondiale fu ufficiale di fanteria e combatté contro i tedeschi.

Durant la guerre, suite à la capitulation du 28 mai 1940 et au choc des discours de Reynaud et de Pierlot, le roi Léopold III fait appel à trois juristes, parmi lesquels Joseph Pholien, pour rédiger la consultation qui justifie la capitulation du Roi et en précise les conséquences tout en soulignant la légitimité du gouvernement en exil.
