Pastore anglicano e studioso di problemi sociali, convinto che il disagio economico dei suoi tempi derivasse da una legge di natura, pubblicò anonimo, in polemica con i propugnatori di riforme e soprattutto con W. Godwin, An essay on the principle of population as it affects the future improvement of society (1798).
