Timeline. January 1863. Emancipation Proclamation. In an effort to placate the slave-holding border states, Lincoln resisted the demands of radical Republicans for complete abolition. Yet some Union generals, such as General B. F. Butler, declared slaves escaping to their lines "contraband of war," not to be returned to their masters.
The day after the House of Representatives passed the Thirteenth Amendment, another barrier was broken, this time in the judicial branch. Lawyer John S. Rock became the first African American admitted to practice before the United States Supreme Court.

Moreover, the Proclamation announced the acceptance of Black men into the Union Army and Navy, enabling the liberated to become liberators. By the end of the war, almost 200,000 Black soldiers and sailors had fought for the Union and freedom.
This is the date from which President Lincoln and the fate of the Union will be linked to freedom for those persons enslaved in areas that remain engaged “in rebellion against the United States.”
