Biografia. Aderì alla fazione nazionalista durante la guerra civile spagnola. Dal 1944 al 1949 fu governatore civile della Provincia di León. Dal 1951 al 1954 fu governatore civile di Santa Cruz de Tenerife.

Carlos Arias Navarro (born December 11, 1908, Madrid, Spain—died November 27, 1989, Madrid) was a Spanish politician, the only civilian premier appointed by dictator General Francisco Franco. After receiving a doctorate in law, Arias Navarro began his service with the Ministry of Justice in 1929.
The first government of Carlos Arias Navarro was formed on 4 January 1974, following the latter's appointment as Prime Minister of Spain by Head of State Francisco Franco on 29 December and his swearing-in on 2 January, as a result of Luis Carrero Blanco's assassination on 20 December 1973.
