Saliha Sultan was born 16 June 1811 in the Topkapı Palace. Her father was Sultan Mahmud II, and her mother was Aşubcan Kadın. In addition to various half-brothers and sisters, she had two infants-dead blood sisters, an older, Ayşe Sultan, and a younger, Şah Sultan. She was the granddaughter of Abdul Hamid I and Nakşidil Sultan.

Dilpesend married Abdul Hamid on 10 April 1883. She was given the title of "Fourth Kadın". On, 9 January 1884, a year after the marriage, she gave birth to her first child, a daughter, Naile Sultan. She was followed by another daughter, Seniha Sultan, in 1885, who died at the age of five months.
In 1876, She had her daughter, Naile Sultan, married to her relative Kabasakal Çerkeş Mehmed Paşa. Naile died four years later on 7 January 1882 at the age of 25. After Naile's death, Mehmed Pasha married Esma Sultan, the daughter of Sultan Abdulaziz in 1889. During the reign of Abdul Hamid II, Mehmed was given a mansion in Çengelköy.
