I don't think he said this at all. He said some believe that the precedent, for taking the Dukedom away by Parliament, was set by the Titles Deprivation Act of 1917 - because that went through Parliament. He goes on to say that this was to strip certain peers who could claim their entitlements to sit in the Lords.
