It was founded in 1904 and was dedicated on July 1, 1905. The ground floor is intended for use as a Banqueting Hall or a place for public entertainment.

Author Tobias Buck provides a detailed account of a 2020 trial in Germany with a solid perspective regarding background, focus, purpose and history.
