Peter Phillips (born 21 May 1939) is an English artist. His work ranges from conventional oils on canvas to multi-media compositions and collages to sculptures and architecture. As an originator of Pop art, Phillips trained at the Royal College of Art with his contemporaries David Hockney, Allen Jones, R.B. Kitaj and others figures in British Pop Art.

Peter Phillips was born in Birmingham and studied at Birmingham College of Art from 1955 - 1959 and at the Royal College of Art 1959 - 62. Peter Phillips war anfangs sehr stark an der amerikanischen Zivilisation orientiert und reflektiert deren kommerzielle Ikonografie und die Aggressivität der Werbung in dynamischen Bildmontagen. 1962 bis 1969 unterrichtete er am Country College of Art und am Birminghamer College of Art. 1963 beteiligte er sich an der Pariser Biennale, 1964 an der Pop Art Ausstellungen in Den Haag, Wien und Berlin.
