But during this year three great campaigns would take place that would shape the outcome of the war in favor of the North. One would see the final solution to the control of the Mississippi River.

The basics of the plan were that a state would be readmitted when 10 percent of its 1860 voting population had taken an oath of allegiance to the Union and accepted the end of slavery.
