The majority of this campaign is comprised of long travel times, navigation struggles, and random encounters. In the context of this campaign, I understood the value of random encounters. Travel needed to be unpredictable, the caves needed a sense of "random" danger, and overall survivability needed to be a factor for this campaign to succeed.
Random Encounters don’t spawn. I’m trying to get the Lvl 4 merchants (The Scribe, etc) and none of the Random Encounters locations work, none. I even went to the Campsite one and nothing spawned.
