Esperto nella finanza, godette della fiducia di Giorgio III al punto da essere accusato di esercitare sul re un'influenza eccessiva. Presidente del Board of Trade e cancelliere del ducato di Lancaster (1786-1802), fu creato conte di L. nel 1796.
