Diplomatico inglese (Londra 1858 - Penshurst, Kent, 1944), ambasciatore in Russia (1904-06), sottosegretario agli Esteri (1906-10), poi inviato in India quale viceré (1910-16); richiamato a Londra, fu sottosegretario permanente al Foreign Office (1916-20) e delegato alla conferenza della pace; infine ambasciatore a Parigi (1920-23).
