A young INS officer is assigned to help a grizzled veteran cop to break up a human trafficking ring in Chinatown. Meanwhile, a judge's daughter gets mixed up in things. The first couple reels are exciting (and there some actual Asians with speaking parts), but then we settle in for the kind of glum procedural so popular at the time.
