Elpidio Rivera Quirino (Tagalog:; November 16, 1890 – February 29, 1956) was a Filipino lawyer and politician who served as the 6th President of the Philippines from 1948 to 1953. A lawyer by profession, Quirino entered politics when he became a representative of Ilocos Sur from 1919 to 1925.

Elpidio Rivera Quirino was born at the Ilocos Sur Provincial Jail on 16 November 1890, being the 3rd child of the incumbent jail warden – Mariano Quirino and wife Gregoria Rivera. Orphaned at an early age, Elpidio and his siblings grew up taking care of each other.
