In politica estera propendeva per la neutralità nella lotta tra l'Inghilterra e la Francia. Partecipò al congresso continentale (1782-83) e con E. Benson rappresentò New York alla convenzione di Annapolis (1786) e a quella di Filadelfia (1787), dove appoggiò la costituzione degli USA.
