He was elected president of Syria in 1943 and oversaw the country's independence three years later. Quwatli was reelected in 1948, but was toppled in a military coup in 1949 by Husni al-Za'im. He subsequently went into exile in Egypt, returning to Syria in 1955 to participate in the presidential election, which he won.
