Ammiraglio della flotta statunitense, nato a Fredericksburg (Texas) il 24 febbraio 1885. Entrò nella marina nel 1907. Fu capo di S.M. del comando sommergibili della flotta dell'Atlantico durante la prima Guerra mondiale e sottocapo del Bureau of Navigation dal 1935 al 1938.
