Deputato dal 1957 del Partito repubblicano del popolo, membro dell'Assemblea costituente del 1961, fu ministro del Lavoro dal 1961 al 1965. Come segretario generale del suo partito (1966-71) condusse una forte opposizione alla politica di I. Inönü, capo di un governo di coalizione nazionale.
