Kay Granger. Norvell Kay Granger ( née Mullendore; born January 18, 1943) [1] is an American politician from the U.S. state of Texas serving as the U.S. representative for Texas's 12th congressional district since 1997. She is a member of the Republican Party, and was chair of the United States House Committee on Appropriations from 2023 to 2024.
