Sul finire della prima guerra mondiale, un team composto da circa 150 studiosi denominato The Inquiry fu incaricato di illustrare al presidente statunitense Woodrow Wilson alcune strategie per il dopoguerra, successivamente alla sconfitta degli Imperi centrali. Uno studio ha rilevato che dei 502 funzionari governativi intervistati dal 1945 al 1972, più della metà era membro del Consiglio.
