His clothes, face (especially the shape of mouth and the hair) and attitude on the scene when playing with a microphone and bevahing like a rock singer makes the character greatly inspired from Steven Tyler, the singer of the rock band Aerosmith.
I think Steven Tyler was actually the inspiration for Jango. And it's pretty convincing. Jango was also clearly inspired by Michael Jackson's Moon Walk. Diamante does look a little like Tyler too, but I'd say a lot of generic 80s rock band members look like that.

Steven Tyler & Michael Jackson. Jango is a flamboyant and bizarre hypnotist, as well as a former pirate turned Marine. Fond of dancing and prone to being affected by his own hypnotism, Jango bears a resemblance to several famous singers. Appearance-wise, Jango is a dead ringer for Steven Tyler.
