Fu figlio di Robert Sidney, II conte di Leicester e di Dorothy Percy. Nell'aprile 1640, fu eletto membro del parlamento per il Yarmouth (Isola di Wight) nel Short Parliament. Fu eletto parlamentare per il Yarmouth e St Ives per il Long Parliament nel novembre 1640, e scelse di sedere per il Yarmouth.
Lady Dorothy Percy married Robert Sidney, later Earl of Leicester, in 1615. The couple had twelve children, including: Dorothy (1617–1683), married Henry Spencer, 1st Earl of Sunderland. Philip (1619–1697), the 3rd Earl, married Lady Catherine Cecil.
Dorothy Percy (née Devereux), Countess of Northumberland (formerly Perrot, née Devereux; c. 1564 – 3 August 1619) was the younger daughter of Walter Devereux, 1st Earl of Essex by Lettice Knollys, and the wife of Henry Percy, 9th Earl of Northumberland.
