Deputato conservatore, sostenne la monarchia liberale di Luigi Filippo pur opponendosi a ogni sviluppo in senso democratico del costituzionalismo orleanista. Ministro dell'Interno (1830), dell'Istruzione (1832-35) e degli Esteri, quindi (1847) presidente del Consiglio, fu travolto dalla rivoluzione del 1848.
