Il gruppo viene fondato nel 1973 a Londra, dal cantante Dennis Leigh con il nome Tiger Lily, e ne fanno parte anche il bassista Chris Cross, il chitarrista Stevie Shears, e il batterista Warren Cann. Nel 1974, Leigh prende il nome d'arte "John Foxx", e dopo l'arrivo del tastierista/violinista Billy Currie, il gruppo si ribattezza Ultravox!.
