Lawman without a Gun plot. After a bitter election campaign, in the predominantly black town of Carthage, the young Reverend Tom Hayward is appointed the first black sheriff. The murder of a black man by a cousin of former Sheriff Johnson leads to a climax in the struggle between blacks and the ruling white minority.
