John Edgar Hoover nacque il 1º gennaio 1895 a Washington, D.C. da Anna Scheitlin (1860-1938) e Dickerson Naylor Hoover Sr. (1856-1921), capo della divisione tipografica della US Coast and Geodetic Survey, ex produttrice di lastre per la stessa organizzazione. Dickerson Hoover era di origini inglesi e tedesche.
