Carl Friedrich Heinrich Reinhard Scheer (30 September 1863 – 26 November 1928) was an Admiral in the Imperial German Navy ( Kaiserliche Marine ). Scheer joined the navy in 1879 as an officer cadet and progressed through the ranks, commanding cruisers and battleships, as well as senior staff positions on land.

Scheer entered the German navy in 1879 and by 1907 had become the captain of a battleship.

In January 1916 Vice Admiral Reinhard Scheer (1863-1928) was appointed Chief of the High Seas fleet. Contrary to his predecessor he wanted to act more offensively. However, due the enormous superiority of the Grand Fleet, Scheer only wanted to lure out, trap and destroy parts of it.
