Sir Stanley Ford Rous CBE (25 April 1895 – 18 July 1986) was an English football referee and the 6th President of FIFA, serving from 1961 to 1974. He also served as secretary of the Football Association from 1934 to 1962 and was an international referee.

As a leading referee in the late 1920s and early 1930s, Rous first took charge of an international when the Netherlands met Belgium in Antwerp in March 1927.
