Frances Elizabeth Allen (August 4, 1932 – August 4, 2020) was an American computer scientist and pioneer in the field of optimizing compilers. Allen was the first woman to become an IBM Fellow, and in 2006 became the first woman to win the Turing Award.

Frances “Fran” Allen was one of the premier computer scientists of the 20th century. Her creative thinking and persistence had a broad impact on the field, and she received its highest honors. She was the first woman to receive a Turing Award, for her work in high-performance computing, and also the first woman to be named an IBM Fellow.
Allen served as the liaison between IBM and NSA, coordinating the design of the Alpha language and its acceptance tests. She spent a year in 1962 at NSA overseeing the installation and testing of the system, which was used for 14 years before being retired in 1976.
