Wayne Jenkins entra nella polizia di Baltimora intorno al 2003 e da subito il suo partner gli dice di dimenticarsi tutto quello che ha imparato in accademia. Wayne assiste infatti alla condotta sempre più ai margini, quando non del tutto illegale, del sergente al suo fianco.
