1 dic 2009 · The Lisbon Treaty marked a significant modernisation in the procedures and democratic practices of the EU. It strengthened the EU's principles of transparency and public access to information, for example specifying that ministers at the Council of the EU legislate in public and so do members of the European Parliament – these meetings are now streamed live.
Every citizen shall have the right to participate in the democratic life of the Union. Decisions shall be taken as openly and as closely as possible to the citizen. 4. Political parties at European level contribute to forming European political awareness and to expressing the will of citizens of the Union.
2. The European Council. The Treaty of Lisbon formally recognises the European Council as an EU institution, responsible for providing the Union with the ‘impetus necessary for its development’ and for defining its ‘general political directions and priorities’. The European Council has no legislative functions.
Dabei handelt es sich um Artikel 50 des Vertrags über die Europäische Union (EUV). Mit dem Vertrag von Lissabon werden die verbleibenden Aspekte des dritten Pfeilers aus dem Bereich Freiheit, Sicherheit und Recht, d. h. die polizeiliche und justizielle Zusammenarbeit in Strafsachen, in den ersten Pfeiler eingegliedert.

The Lisbon Treaty provides for a permanent president of the European Council and creates the post of the High Representative of the Union for Foreign Affairs and Security Policy. The EU Parliament is given more powers and the European citizens’ initiative is introduced. The Treaty of Lisbon comes into effect on 1 December 2009.
