Uomo politico tedesco, nato a Kulm (Prussia orientale) il 13 ottobre 1895. Frequentò le università di Halle, Lipsia, Berlino e Münster, conseguendo la laurea in scienze politiche. Nel 1920 divenne redattore politico della Schwäbische Tagwacht di Stoccarda.
