He was the son and heir of Sir Thomas Grenville by his second wife Elizabeth Gorges, daughter of Theobald Gorges and sister of Sir Theobald Gorges. [2]

Ministro plenipotenziario a Vienna (1794), ambasciatore a Berlino (1799), dopo la morte di Fox (sett. 1806) fu chiamato al governo quale primo lord dell'ammiragliato. Si ritirò nel 1818.
