However, I can use individuals in one of the following two cases: When referring to individuals as opposed to organizations, countries, etc. When referring to a certain type of people, in which case there are often modifiers coming before or after individuals.

Your Grace is for dukes and duchesses; Your Majesty is for the King and Queen; Your (Royal) Highness is for princes, princesses, their spouses, etc. But do they mean something different - well, to some extent they all just mean "hey you". –
