Josep Borrell i Fontelles (en catalan : [ʒoˈzɛp boˈreʎ i fonˈteʎes]) est un homme d'État espagnol, né le 24 avril 1947 à La Pobla de Segur (province de Lérida). Il est membre du Parti socialiste ouvrier espagnol (PSOE).
Borrell war von 1979 bis 1982 Mitglied der Regionalregierung der Autonomen Gemeinschaft Madrid, wo er für die Finanzpolitik verantwortlich war. 1982 wurde er zum Generalsekretär für Haushalt und Öffentliche Ausgaben im spanischen Finanzministerium ernannt, 1984 zum Staatssekretär für Finanzen.
