Kulmbach ist eine Große Kreisstadt im oberfränkischen Landkreis Kulmbach und der Sitz des Landratsamtes. Die Mittelstadt liegt am Main, etwa 20 km nördlich von Bayreuth. Kulmbach ist im Landesentwicklungsprogramm Bayern seit 2013 planerisch als Oberzentrum ausgewiesen.
