Herman Achille, Count Van Rompuy (Dutch pronunciation: [ˈɦɛrmɑɱ vɑn ˈrɔmpœy]; born 31 October 1947) is a Belgian politician, who served as the prime minister of Belgium from 2008 to 2009, and then as the first permanent president of the European Council from 2009 to 2014.

Herman Van Rompuy was the first full-time President of the European Council. He was elected for the first time in November 2009, then re-elected for a second term from June 2012 to November 2014. He was replaced by Donald Tusk on 1 December 2014.

Biography. Elected as the first full-time President of the European Council in November 2009, Herman Van Rompuy took office when the Lisbon Treaty came into force on 1 December 2009. In 2012, he was re-elected for a second term starting on 1 June 2012 and running until 30 November 2014.
