The Treaty of Lisbon started as a constitutional project at the end of 2001 (European Council declaration on the future of the European Union, or Laeken Declaration), and was followed up in 2002 and 2003 by the European Convention which drafted the Treaty establishing a Constitution for Europe (Constitutional Treaty) (1.1.4).

  3. Article 6. (ex Article 6 TEU) 1. The Union recognises the rights, freedoms and principles set out in the Charter of Fundamental Rights of the European Union of 7 December 2000, as adapted at Strasbourg, on 12 December 2007, which shall have the same legal value as the Treaties.

  6. Introduction. On 13 December 2007, the leaders of the 27 member states of the European Union (EU) signed the Treaty of Lisbon. Entering into force on 1 December 2009, the Lisbon Treaty was the catalyst for many changes that brought concrete benefits to the work of the Union and to its citizens.
