Der Landkreis entstand im Zuge der niedersächsischen Kreisreform 1977 aus dem früheren Landkreis Aurich (Ostfriesland) und dem Landkreis Norden. Er hat heute 24 kreisangehörige Städte und Gemeinden. Elf dieser Gemeinden haben sich zu zwei Samtgemeinden zusammengeschlossen.
