I believe you are referring to the starting event and that gives you 1 diplomat and %15 ccr, not 20.

15 mag 2024 · I think their minimal war aim now is; All of the Donbass, with full Ukrainian recognition of Russian ownership of those territories. An agreement which forbids Ukraine from joining either NATO or the EU. Limits on how much millitary forces Ukraine can build, which would of course open up Ukraine to future attack.
28 giu 2017 · From a geopolitical standpoint, Russia is 100% safe for Americans. We didn't encounter a single instance of anti-American sentiment on the ground, and in general it was quite the opposite. The dozens of Russians we met were gracious, curious, and hospitable. Don't let this hold you back. Moscow is extraordinarily expensive.
