The EU is a unifying project that cannot endure internal polarisation. We also need to be more united externally, even though we recently managed to be unanimous on sanctions against Russia and China and in the Brexit negotiations. The rule of unanimity should change on foreign policy.
On 19 November 2009, Herman Van Rompuy was designated the first permanent President of the European Council under the Treaty of Lisbon. He officially took up his position on 1 January 2010.
