Diplomatico e statista tedesco, nato a Klein-Flottbeck presso Altona il 3 maggio 1849, da Bernhard Ernst von Bülow (v.). Il giovane Bernardo prese parte come volontario alla guerra franco-tedesca del 1870-71, fu poi per qualche tempo impiegato nell'amministrazione dell'Alsazia-Lorena ed entrò nel 1874 nella carriera diplomatica.
