Yeah the ending of the film shows that he's not like Koba. He hates the Colonel probably more than Koba ever hated humans, the Colonel killed his wife and son and yet when he gets the moment to finally kill him, he stops himself, he shows him mercy, and lets the Colonel make the decision on if he wants to die. Koba would not have done that.
