Henry Richard Vassall Fox, 3rd Baron Holland was a British Whig politician, associate of the party leader and reorganizer Charles Grey, 2nd Earl Grey, and nephew and disciple of the statesman Charles James Fox, whose libertarian political ideas he expounded in the House of Lords.

HENRY RICHARD VASSALL FOX HOLLAND, 3RD Baron (1773-1840), was the son of Stephen Fox, 2nd Baron Holland, his mother, Lady Mary Fitzpatrick, being the daughter of the earl of Upper Ossory.
The motion was negatived after a prolonged debate. On 21 May he energetically opposed Sidmouth 's measure for licensing dissenting ministers.
