Herman Van Rompuy ha conseguito un baccellierato in filosofia e un master in economia applicata presso l'università cattolica di Lovanio (K.U. Leuven). È nato a Etterbeek, Belgio, il 31 ottobre 1947 ed è sposato con Geertrui Windels; hanno 4 figli e 6 nipoti.
Herman Van Rompuy è stato il primo presidente del Consiglio europeo a tempo pieno. È stato eletto per la prima volta nel novembre 2009 e poi rieletto per un secondo mandato dal giugno 2012 al novembre 2014. È stato sostituito da Donald Tusk il 1º dicembre 2014. Herman Van Rompuy was the first full-time President of the European Council. He was elected for the first time in November 2009, then re-elected for a second term from June 2012 to November 2014. He was replaced by Donald Tusk on 1 December 2014.
