Deputato laburista (1924-31; e dal 1935), sottosegretario agli Esteri (1929-31) e ministro dell’Economia bellica (1940-42) e del Commercio (1942-45), D. fu anche Cancelliere dello Scacchiere nel gabinetto Attlee e negoziò nel 1945 il prestito americano e l'adesione inglese all'accordo di Bretton Woods.
